Support a Bill to Help Chained Dogs in Massachusetts

I have posted several articles before on dogs that were chained up and neglected by their owners.
I am happy to see that Massachusetts is actually doing something about it.
I know the article states that it will be illeagal to chain up a dog for more than 8 hours and I feel that is MUCH Long for ANY animal, but at least its a start. the new Law can be changed later on.
